Subsidies in a New Format: What Will Change for Families With Children and Generator Owners as the Heating Season Begins

At the beginning of 2025, new rules for calculating subsidies came into effect in Ukraine. They apply both to the procedure for applying and to the criteria for receiving assistance, particularly concerning energy consumption and energy efficiency, Humanitarian Media Hub reports, citing the article “Winter 2025/2026: New Rules for Calculating Subsidies and Assistance for Low-Income Ukrainians” published on ZN.ua.

“Support for alternative heating does not affect eligibility for a subsidy if the cost of the equipment does not exceed 150,000 hryvnias,” the article states.

Families with children under 14 will also receive an additional 10% added to their social energy consumption norm. This will help reduce heating expenses during the cold season.

Those heating their homes with firewood, coal, or pellets are eligible for a one-time payment of up to 24,000 hryvnias. It is provided according to the Ministry of Social Policy’s Order No. 218.

Another key factor now is the household’s income over the past six months.

The subsidy amount is calculated as the difference between accrued utility costs and the household’s mandatory contribution. This contribution is approximately 15% of the total family income. For example, if a family earns 12,000 hryvnias and their utility costs amount to 4,000, they pay 1,800 hryvnias, while the remaining 2,200 hryvnias is covered by the state.

Most subsidy recipients do not need to submit documents — subsidies are assigned automatically through the Pension Fund’s database.
