The Ukrainian government has set up a coordination headquarters to ensure stable mobile and internet communications during possible prolonged power outages. The decision was made due to Russia’s systematic attacks on energy infrastructure, which increase the risks to the operation of communication networks and emergency services.
The new headquarters will become a central platform for cooperation between the state, mobile operators and regional authorities. It will be responsible for operational interaction, rapid response to damage and ensuring network stability during blackouts. In particular, operators will be able to obtain fuel for base stations more quickly, technical teams will have access to damaged facilities, and all processes will take place without unnecessary bureaucracy.

The headquarters includes representatives of leading mobile operators — Kyivstar, Vodafone Ukraine, and lifecell — as well as representatives of the energy, security, and defence sectors. The Ministry of Energy, the National Energy and Utilities Regulatory Commission, the Ministry of Defence, the Ministry of Internal Affairs, the Security Service of Ukraine, the National Police, the Main Intelligence Directorate, and the State Emergency Service, as well as heads of regional administrations, are participating in the work. The headquarters is headed by First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov.
The government expects that systematic coordination will minimise the risks of communication outages, ensure the uninterrupted flow of emergency messages and the stable operation of critical services even under the most difficult conditions.
