The Ukrainian government has approved a mechanism for a one-time payment of 1,000 hryvnia as part of a comprehensive ‘Winter Support’ programme. The decision is aimed at helping citizens cover their basic needs during the cold season and strengthening existing social assistance tools.
The Ministry of Social Policy analysed existing programmes and redistributed the saved resources to a combined programme called ‘Social Protection for Citizens in Difficult Life Circumstances.’ This will cover more than 11 million Ukrainians and ensure payments to all applicants by the end of 2025. The state budget has allocated 11 billion hryvnias for this purpose.
Every citizen, regardless of age, will be able to receive 1,000 hryvnias. This support is intended for families with children, single pensioners, internally displaced persons, and other people who need help right now, during a period of increased strain on households.

Denys Ulyutin, Minister of Social Policy, Family and Unity of Ukraine, emphasised that the programme is the state’s rapid response to the seasonal needs of the population and ensures that funds are directed to those who need them most.
The programme will come into effect on 15 November 2025. Applications for payments can be submitted via the Diya app or at a Ukrposhta branch. Applications will be accepted until 24 December 2025.
The funds received may be spent on medicines, food products from Ukrainian manufacturers, postal or utility services, as well as books and charitable donations. The ‘winter thousand’ must be used by 30 June 2026.
Under the same programme, the most vulnerable groups of the population will receive additional assistance in the amount of UAH 6,500.
