Ukraine has received international recognition for creating Diia.AI, the world’s first national AI assistant providing citizens with access to government services. The record was confirmed at the WINWIN Summit in Kyiv on November 4, with the World Records Book acknowledging the achievement in the “First” and “Inventions” categories.
Diia.AI enables Ukrainians to access public services quickly and conveniently through an interactive chat on the Diia portal. The assistant is integrated with government registries, assisting citizens with inquiries and service requests in a format designed to simplify interactions with the state.
The creation of Diia.AI symbolizes Ukraine’s transition from a Digital State to an Agentic State—a government where artificial intelligence automates processes, supports decision-making, and improves the efficiency of public institutions. Representatives of international partners, including delegations from the United Kingdom and Switzerland, emphasized the importance of combining innovation with ethical practices in digital solutions.
According to Ukrainian officials, the record highlights the uniqueness of the country’s digital transformation and demonstrates that even amid the challenges of war, Ukraine can implement effective, transparent, and citizen-oriented technologies.
