At its meeting on 10 November, the Cabinet of Ministers of Ukraine adopted a resolution that opens access to health services for children affected by the full-scale war. The initiative was developed by the Ministry of Social Policy, Family and Unity of Ukraine to support the families of military personnel, displaced persons and fallen defenders.
It is expected that more than 7,000 children of servicemen of the State Border Guard Service, the National Guard, the police, representatives of the civil protection service, as well as children of internally displaced persons, veterans and families of fallen heroes will be able to undergo rehabilitation.
The programme provides for the recreation and rehabilitation of children in safe regions of western Ukraine. The facilities are equipped with everything necessary for comfortable accommodation, meals, medical care and psychological support.

Parents who are military personnel will be able to independently choose a health resort and submit certificate No. 5, generated through the state web portal of electronic public services in the field of national security and defence.
The programme will be financed through the Social Protection Fund for Persons with Disabilities. It will cover 70% of the cost of rehabilitation after the conclusion of an agreement between the facility and the parents, and the remaining 30% after receiving a report on the services provided.
The Ministry emphasises that the adopted resolution will ensure the rehabilitation of children who have suffered the consequences of war and create conditions for their physical and psychological recovery.
