In September 2025, European Union member states granted temporary protection to 79,205 citizens of Ukraine. According to Eurostat, this is the highest figure since August 2023 and represents a 49% increase compared to August.
The rise in the number of new refugees is linked to Ukraine’s decision to temporarily allow men up to the age of 22 to leave the country without additional restrictions. This has contributed to a surge in applications for temporary protection across EU member states.
By the end of September, around 4.3 million Ukrainians held temporary protection status in the European Union. The largest numbers reside in Germany, Poland, and the Czech Republic — together, these three countries host over 60% of all Ukrainian refugees.
Eurostat reports that Ukrainians account for more than 98% of all individuals under the EU’s temporary protection scheme. Among them, 44% are adult women, 31% are minors, and 25% are men.
