A new category of claims for loss of housing has been opened in the Register of Damages for Ukraine

A new category has been added to the Register of Damages for Ukraine: “Loss of housing or place of residence.” It is intended for people who, after 24 February 2022, lost their homes or the ability to live in them due to the internationally illegal actions of the Russian Federation in Ukraine.

As explained by Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, housing or place of residence is understood to mean a home in which a person actually lived permanently. Even if they were not the owner, did not have official registration, or lived as a member of the owner’s family. For example, children, parents, or other relatives.

Anyone who has lost the ability to live in their home due to the war can apply — if their home has been destroyed or seriously damaged, if they have been forced to move to another region or abroad, or if they cannot return home due to danger, in particular when their home is located in a temporarily occupied territory or in a combat zone.

The new category also covers cases of loss of personal belongings and expenses related to finding and setting up new housing, including relocation.

Applications in this category can be submitted online via the Diya portal at this link. Submitting an application does not limit the possibility of applying in other categories of the Damage Register.
