Areas of Activity:
UNHCR supports and complements the Ukrainian government’s response efforts in three main areas:
Providing social-legal protection services, community-level protection activities, and advocacy work
Assistance with shelter and accommodation in emergencies, and facilitating access to adequate living conditions in the short- and medium-term,
Supporting the satisfaction of basic needs of affected populations through cash assistance and provision of non-food items.

History:
UNHCR has been operating in Ukraine since 1994, initially supporting the repatriation of Crimean Tatars and signing an agreement with the Ukrainian government in 1996. According to its mandate, UNHCR provides protection services and support to help refugees, internally displaced persons (IDPs), returnees, war-affected people, and stateless individuals access their rights and essential services and find durable solutions. In 2014, UNHCR increased its presence in eastern Ukraine to provide humanitarian services and assistance to those affected by the conflict. Following the full-scale invasion of the Russian Federation in February 2022, UNHCR significantly expanded its activities and is now present in various locations throughout Ukraine.
