In Ukraine, during the first two days of operation of the updated system for submitting applications for deferral from mobilisation through Administrative Service Centres, Ukrainians submitted over 24,000 applications. Currently, over 5,000 administrative service centres across the country have joined the process. The largest number of applications were registered in the Vinnytsia, Rivne, and Kharkiv regions.
To ensure efficient operation, the centres have increased their staff, and the average processing time for a single application is about 15 minutes. The system allows documents to be submitted faster and reduces the workload on the territorial recruitment centres (TRCs).

You can submit your application in person at any Administrative Service Centre regardless of your place of registration, or online via the Reserve+ app. This allows you to avoid queues and check whether a deferral is available automatically. If the grounds for deferral are confirmed through state registers, it will be extended without the need to submit additional documents.
Previous applications submitted to the TCC before 1 November will be considered in the usual manner. For new applications, you must use the updated channels — ASCs or the Reserve+ platform.
The Ministry of Digital Transformation, together with the Ministry of Defence and the Ground Forces of Ukraine, noted the effectiveness of joint work in the direction of digitalisation of services. According to the ministry, ASCs provide more than 300 types of administrative services every day, some of which can be obtained online on the Diya portal. The new system is designed to make the process of applying for deferrals more transparent, convenient and accessible to every Ukrainian.
