Ukraine will receive access to more than €400 million in funding under the Ukraine Facility programme following the adoption of housing reform. The relevant draft law “On the Fundamentals of State Housing Policy” is currently undergoing final revisions in the Verkhovna Rada Committee on State Power, Local Self-Government, Regional Development and Urban Planning.
Deputies have already considered nearly two thousand amendments. The document is being prepared for a second reading. Its adoption will be a key step in the implementation of a modern housing provision system that meets European standards.
The reform provides for the creation of a social housing fund, the introduction of digital accounting for transparent distribution, and the establishment of clear criteria and priorities for the provision of housing. This primarily concerns support for military personnel, police officers, rescue workers, orphans, and other categories of citizens who require state assistance.
