The Cabinet of Ministers of Ukraine has approved two experimental projects to be implemented by the State Employment Service. They are aimed at providing proactive support to people who have lost their jobs and war veterans returning to civilian life.
The first project concerns people who have lost their jobs but have not yet applied to the employment centre. Its goal is to provide such individuals with quick access to state employment or professional retraining programmes. Thanks to this, support will begin even before they receive official unemployed status.

The mechanism of action stipulates that if a person does not find a job within 60 days after being laid off, the Pension Fund will transfer their data to the State Employment Service. A service specialist will contact them online and inform them about opportunities to participate in employment and training programmes. The results of the training will also be monitored to provide further support to the person in their job search.
The second pilot project is dedicated to supporting veterans. Its goal is to improve the mechanisms of social and professional adaptation after service. In particular, cooperation between veterans’ support specialists and employment service career advisors is being introduced, which will allow for a more rapid response to the needs of combatants.
The project provides for the simplification of registration procedures with the employment service: veterans will be able to submit applications through support specialists with their consent. For employers who hire veterans during martial law, the amount of compensation has been doubled to 100% of labour costs, but not more than 1.5 minimum wages. In addition, veterans will be able to participate in socially useful work even without unemployed status, receiving payment in the amount of two minimum wages.
Both projects aim to create a more flexible and proactive support system that will help people return to economic activity more quickly.
