Since 1 November, Ukraine has had a new procedure for applying for and extending deferrals from mobilisation. According to Ukrainian Defence Minister Denys Shmyhal, more than 720,000 deferrals were automatically extended on the first day alone — without additional applications or visits to government offices, as the necessary data is contained in state registers.
Most Ukrainians use digital services. According to Shmyhal, more than 80% of applications are submitted through the Reserve+ app, which allows users to obtain deferrals without certificates or personal visits. For those who still submit paper documents, the process has now been transferred from territorial recruitment centres to administrative service centres (ASCs). On the first day of the new procedure alone, they received about 4,000 applications.
The minister stressed that the changes are aimed at simplifying the procedure, increasing transparency and reducing the influence of the human factor. This will minimise the risk of abuse and relieve the burden on the territorial recruitment centres, which will be able to focus on their main task — ensuring mobilisation processes.
According to Shmyhal, the government is continuing to digitise defence procedures in order to make the military resource management system more efficient and modern.
