A new state support program has been launched in Ukraine — Basic Social Assistance, which can be applied for online via the Diya app. Its goal is to simplify the social support system for families in difficult life circumstances.
As explained by Valeria Koval, Deputy Minister of Digital Transformation, instead of several separate applications and different payments, citizens can now submit one application and receive one combined benefit.
“Previously, in order to receive support, you had to fill out up to five applications and visit various institutions. We have made this process easier — now everything can be done online without leaving your home,” Valeria Koval said.
Basic social assistance can be obtained by families who already receive state assistance for low-income, single mothers, or large families. The payment will be made monthly to the Diya Card, and the amount of assistance is calculated automatically after the application is submitted.

The government has also set certain restrictions. For example, families with able-bodied but officially unemployed members, or families where a member has recently purchased property or has more than 100,000 hryvnia in their bank account, are not eligible for the program.
“Basic social assistance is not just another type of benefit. It is a step towards a digital state, where citizens do not have to spend days queuing and filling out paperwork, but can receive support quickly and transparently,” Koval emphasized.
The payment does not affect other types of state assistance, such as support for internally displaced persons, the “Schoolchild’s Package” program, or the “eBook” project. In other words, all other payments remain in effect.
The service was implemented by the Ministry of Digital Transformation of Ukraine in cooperation with the Ministry of Social Policy, Family, and Unity of Ukraine, with the support of the United Nations Development Program (UNDP) in Ukraine and funding from Sweden.
