The Ministry of Defence of Ukraine has expanded the list of categories eligible to receive a deferment from mobilization through the “Reserve+” application. From now on, single mothers or fathers raising a child under 18 years old alone — due to the death of the other parent or termination of their parental rights — can apply for a deferment online.
According to the Ministry, this new type of deferment adds to the ten categories already available in the system, which include persons with disabilities, students, parents of three or more children, caregivers of children with disabilities, and employees of educational institutions.
To apply for a deferment, users need only submit a request through “Reserve+.” The system automatically verifies information in state registries, and once the eligibility criteria are confirmed, the decision appears in the user’s electronic military document. The process is fully automated, takes from several minutes to a few hours, and does not require visits to territorial recruitment centers or the collection of paperwork.
For a successful application, up-to-date information about the child — as well as data on the death or loss of parental rights of the second parent — must be available in the State Civil Status Register. If this information is missing, it can be updated at any civil registry office.
The Ministry notes that digitalization makes the process more transparent, reduces the risk of misuse, and simplifies access to government services for citizens in need of protection.
Starting November 1, 2025, Ukraine will introduce an updated procedure for issuing and extending deferments from mobilization. The new process will include automatic extensions, electronic documentation instead of paper forms, and the option to submit applications through administrative service centers.
