Ukraine launches Obriy digital system to modernise labour market

On 29 October, the Cabinet of Ministers adopted a resolution that opens a new stage in the digitalisation of the labour market. The main goal of the reform is to make employment faster, more efficient and more convenient for both people and businesses. The central element of these changes will be the Obriy digital system, which will unite all employment services into a single ecosystem.

With Obriy, Ukrainians will be able to register their unemployment status online, apply for benefits, receive a grant for training or confirmation of qualifications. The system will also make it possible to officially resign from work in temporarily occupied territories. The development is being carried out by teams from the Ministry of Economy and the State Employment Service.

The new tool will automatically check data in state registers, including the Pension Fund and the State Employment Centre. This should reduce bureaucracy, cut down on paperwork, and ensure transparent decision-making.

Minister of Economy, Environment and Agriculture Oleksiy Sobolev stressed that the key goal is to bring people back into the economy and provide businesses with qualified personnel. According to him, “Obriy” will help establish data exchange between state structures, provide analytics on supply and demand in the labour market, and predict the balance between them.

Deputy Minister Daryna Marchak noted that digitalisation will help bridge the gap between job seekers’ skills and employers’ needs. The system allows for more effective organisation of training programmes and retraining in line with real market demand.

“The Obriy digital ecosystem is a radical change in the state’s approach to supporting people and businesses. For citizens, it is a simple online route from application to employment; for businesses, it means less paperwork and lower costs; for the state, it means high-quality data for strategic decisions,” emphasised Deputy Minister for Digital Development Oleksandr Tsybort.

The project is part of a broader Employment Strategy being developed by the government. At the same time, changes to labour legislation are being prepared to align with the new service model.

The technical development of the system is being carried out with the support of the UK DIGIT project (Digitalisation for Growth, Integrity and Transparency). This project is being implemented by the Eurasia Foundation with funding from the UK government through UK Dev, in partnership with the BRDO Office for Effective Regulation.
