The program of the State Fund for Youth Housing Construction (Derzhmolodzhytlo) is gaining momentum and already influencing the real estate market. Its advantage for internally displaced persons (IDPs) – unlike “єОселя” – is that there are no restrictions on the age of the building, only on the size of the property, notes Larisa Stavynoha, President of the NGO “Union of Real Estate Professionals of Ukraine” (SFNU), in a comment for Humanitarian Media Hub.
“The selection of loan recipients under the IDP program, which took place on October 7, was the largest in Ukraine. Several families have already gathered and submitted the required document packages to Derzhmolodzhytlo and found their future apartments,” said the SFNU President.
According to the Derzhmolodzhytlo website, as of October 24, 2025, the Fund’s Credit Committee approved loans for the first 11 families who chose housing in the capital. Applications from potential borrowers in other regions are under review.
“The program has its nuances: not every property qualifies, and the conditions differ from standard mortgages. And not everyone who receives approval will actually get the funds, as winners of the draw have only one month to choose an apartment and submit documents. There are many details, and they are non-standard — this is not a regular mortgage and not the ‘єОселя’ program. The requirements are completely different, and you need to be prepared for that — ideally, consult with specialists,” emphasizes the President of the Union of Real Estate Professionals of Ukraine.
Derzhmolodzhytlo is a state fund that implements affordable housing programs through preferential loans and co-financing. Its main areas include youth loans, support for IDPs, and assistance for combatants. Interest rates start at 3% per year, with loan terms up to 30 years.
