Ukraine introduces digital processing of deferrals for conscripts

Ukraine is updating its system for processing and extending deferrals from mobilisation. From now on, most processes can be completed online or through Administrative Service Centres. The aim of the initiative is to make the procedure as transparent and convenient as possible for citizens and to reduce the burden on territorial recruitment centres so that they can focus on their main defence tasks.

According to a government decision adopted on the recommendation of the Ministry of Defence, some deferrals will now be extended automatically. This applies to cases where the grounds for deferral are already reflected in state registers. This will allow more than 600,000 deferrals to be extended without citizens having to apply and without queues at the TCCs.

In addition, the nine most common types of deferrals can now be processed online in the Reserve+ app. In November, the list will be expanded to include two more categories. For those who do not use a smartphone or only have paper documents, the procedure will remain available offline at the nearest Administrative Service Centres.

Traditional paper certificates with stamps will gradually be replaced by electronic documents available in Reserve+. If necessary, they can be printed out and will have the same legal force.

The new procedure for applying for and extending deferrals will come into force on 1 November 2025. The digitisation of this process will be an important step in simplifying citizens’ interaction with state structures during martial law.
