Over 178,000 Russian war crimes are being investigated in Ukraine

Ukraine is continuing its large-scale documentation and investigation of crimes committed by the Russian Federation’s military during its full-scale invasion. As of 24 October 2025, law enforcement agencies had initiated more than 178,700 criminal proceedings into crimes committed by Russian military personnel and their accomplices.

Most of the cases — 161,794 — relate to war crimes. More than 9,300 proceedings have also been registered for violations of Ukraine’s territorial integrity and inviolability, 4,584 for collaboration, and 419 for treason.

Crimes against children, which have become one of the most serious consequences of the aggression, are recorded separately. According to official data, 661 children have been killed, 2,194 have been injured, and 2,229 are considered missing. Since the beginning of the invasion, more than 47,000 children have been found, 19,546 have been deported to Russia, and 1,713 have already returned home.

Law enforcement agencies are also investigating 141 criminal cases of sexual violence committed by Russian military personnel against civilians.

The investigation is ongoing amid active hostilities, particularly in the de-occupied territories, where new evidence of violations of international humanitarian law is being uncovered every day. Ukraine is systematically transferring materials to the International Criminal Court to bring those responsible to justice.
