Ukrainians whose homes have been destroyed as a result of Russian shelling will now be able to confirm the damage more quickly and receive compensation through the Diya app. The government has updated the rules for remote surveys, expanding the capabilities of the eVidnovuvannya programme.
The State Space Agency of Ukraine and units of the Defence Forces are now involved in the verification process. This will allow damage to be confirmed even in areas where civilian commissions cannot operate due to hostilities.
As explained by the government, the new rules will make the procedure more flexible. Previously, it was necessary to submit at least three photos with precise coordinates and a specific shooting angle, but now a single general photo showing the extent of the damage is sufficient. The geolocation error has been increased to 10 metres, and satellite images are officially recognised as proof of damage. Even photos that do not meet all technical requirements can be accepted if they collectively confirm the fact of property destruction.

Thanks to the integration of data with the Register of Damaged Property, the process has become faster and more transparent, and confirmation of damage has become more accessible to people who are physically unable to access their homes.
The e-Recovery programme has already helped more than 143,000 families, who have received compensation totalling around 50 billion hryvnia. More than 26,000 families have used housing certificates to purchase new homes, of which more than 17,000 have already bought new homes.
Compensation is provided in two formats: a housing certificate for the purchase of a new home or a cash payment for the reconstruction of a house on one’s own land plot. New housing must be located in safe regions. Priority is given to military personnel, families of deceased defenders, people with disabilities, and large families.
