Parents of children with disabilities can apply for deferment through Reserve+

The Reserve+ app from the Ministry of Defence of Ukraine now offers a new feature: parents of children with disabilities can apply for deferment from mobilisation online. This can be done without queues, paper certificates or visits to institutions. The system automatically verifies the data through the databases of the Ministry of Social Policy, and if the information is missing, it provides instructions on how to update it.

The service is available to conscripts who have children with disabilities, both minors and adults. The main condition is that information about the disability must be entered into the information systems of the Ministry of Social Policy.

To use the new feature, you need to update the app to the latest version. After logging in, the user selects the ‘Submit a request for deferral’ option from the menu, specifies the category — ‘Parents of a child with a disability under 18’ or ‘Parents of an adult child with a disability’ — and sends the request. The result will appear in the form of a notification.

If the system has not confirmed the request, this may be due to inaccuracies in the data. For example, there may be no information about the child in the registers, there may be errors in the RNOKPP or document series, or there may be no updated medical opinion on disability. In this case, you need to contact the ASC or social protection authority to clarify or enter the data into the Centralised Disability Database (CDB).

You can also update your information online through the Electronic Office for Persons with Disabilities. To do this, you need to add scanned copies of documents: the child’s birth certificate or ID card, identification code, medical certificate (form No. 080/o for children or No. 157-1/o for adults) and an extract from the register of residents.

If the data in the system has been entered incorrectly — for example, in Latin instead of Cyrillic or with missing characters — it must be checked together with a specialist from the ASC or OSZN. All documents must be drawn up without additional marks, and information about disability must be updated in accordance with the requirements of the Unified Information System for the Social Sphere.
