As of 1 October 2025, more than 200,000 young Ukrainians received state assistance for the purchase of books under the e-Book programme. According to the Ministry of Culture and Strategic Communications, 201,500 applications were submitted through the Diya app.
According to Acting Minister of Culture Tetiana Berezhna, the programme helps young people make conscious choices in favour of development: ‘When 18-year-olds choose a book, they choose thinking, analytics and creativity. eBook is an investment in education and the Ukrainian book market.’
In the first three quarters of this year, the state allocated UAH 181.9 million in aid to young people. The purchased books were distributed between online and offline platforms: 60.8% of purchases were made in online bookstores, and 39.2% in brick-and-mortar stores. The programme was most actively used in Kyiv, Lviv, Dnipropetrovsk, Ivano-Frankivsk and Poltava regions.
The e-Book programme has been running since 2024. It aims to promote reading among young people and develop the Ukrainian publishing industry. Demand remains stable, with around three thousand new applications every week.
