Ukraine’s Cultural Heritage Under Fire: International Program Seeks Evidence of War Crimes

A new competition has been launched in Ukraine to document war crimes against cultural heritage sites. The initiative is part of the “Partnership for a Strong Ukraine” (PFSU) program, administered by Chemonics Group UK Limited. The goal of the competition is to collect evidence for future judicial proceedings.

“Documenting the destruction of cultural heritage is not only about preserving history but also about holding perpetrators accountable,” reports Humanitarian Media Hub, citing Gurt.

Organizers emphasize strict ethical standards: any form of fraud, collusion, falsification, or attempts to influence the competition results through bribes or gifts is strictly prohibited. Violations may lead to disqualification and referral to relevant authorities, including the UK Foreign, Commonwealth & Development Office.

Applicants must confirm the absence of conflicts of interest, including family or financial ties with program representatives or other participants. They must also certify that pricing in their proposals was determined independently, without coordination with competitors.

The competition is open to organizations operating in Ukraine. Applications are accepted until October 31, 2025. Questions regarding participation can be submitted until October 28, and details are available via email: pfru-grants@chemonics.com.
