Ukrainians whose homes were damaged or destroyed during the war can receive compensation through national and international mechanisms. The main avenues include the “eRecovery” program, the establishment of an International Register of Damages, and court decisions that can be enforced abroad.
The “eRecovery” program provides compensation for housing that was damaged or destroyed after the start of the full-scale invasion. It does not apply to territories occupied since 2014. Applications may be submitted by property owners whose ownership rights are officially registered in the State Register of Property Rights. Without registration, compensation cannot be granted.
The procedure involves several stages: submitting an application, having the damaged property inspected by a special commission, receiving an official decision on funding, and then carrying out repairs. The government has allowed remote inspections of buildings in combat zones, although implementing this remains technically challenging.
A pilot project has already been conducted in the Melitopol community, where around 30,000 properties were inspected, and part of the documented damage was officially confirmed. Out of four submitted applications, two were approved for compensation.
Homeowners in areas occupied after 2022 must prepare ownership documents, submit an application with video evidence of destruction, and wait for the commission’s decision. Currently, compensation is not being provided for property located in temporarily occupied territories.
