The Ministry of Veterans Affairs of Ukraine has introduced a programme of financial compensation for war veterans for renting accommodation. It covers a wider range of people than before: assistance is available not only to those who have lost or damaged their homes as a result of hostilities or in occupied territories, but also to veterans who are internally displaced persons. They do not have their own homes or lived in accommodation that did not belong to them.
Compensation is also provided to those undergoing rehabilitation far from their place of official registration (more than 15 km away).

Payment amounts
The amount depends on the location where the accommodation is rented:
- in Kyiv, Dnipro, Lviv and Odesa — 2 subsistence minimums, which amounts to UAH 6,056 for 2025;
- in regional centres — 1.5 times the subsistence minimum, or 4,542 UAH;
- in other settlements — 1 subsistence minimum, 3,028 UAH.
If the rent exceeds the amount of compensation, the veteran pays the difference themselves. If the accommodation is rented for less than a month, the funds are calculated proportionally to the number of days of stay. Payments are made to the bank account (IBAN) specified in the application.

How to submit documents
The application can be submitted to the structural unit responsible for veteran policy or to the Administrative Services Centre at the place of rented accommodation (service No. 02606). The application can be submitted in person or by post.
Copies of the following documents must be attached to the application: passport or e-document, taxpayer card, certificate of no criminal record, lease agreement, certificate from the State Register of Real Rights to Immovable Property, military registration document, certificates confirming veteran or IDP status. As well as other documents depending on the situation.
Former law enforcement officers and rescuers who have not yet received combatant status must submit copies of their discharge orders and military registration documents. Persons undergoing rehabilitation must attach primary registration form No. 044-1 or other documents confirming their treatment.
