Payments for foster parents and foster carers to increase in Ukraine

From 1 January 2026, Ukraine will increase the amount of financial support for foster parents and guardians. The new calculation rules provide for an increase in payments depending on the number of children and their health conditions.

For the first child, the payment will be 2.5 times the minimum subsistence level, and for each subsequent child, 1.5 times. If a child with a disability is being raised in the family, the state provides for a payment of 2 times the minimum subsistence level, and for children with disabilities in subgroup A, 3.5 times the minimum subsistence level.

These changes are being introduced as part of the Strategy for Ensuring the Right of Every Child in Ukraine to Grow Up in a Family Environment for 2024–2028. The government emphasises that the updated approach is aimed at strengthening the institution of foster families and family-type children’s homes, as well as supporting the right of children to a safe and stable childhood in a family.
