Displaced person receives mortgage compensation for the first time under the eOselya programme

For the first time, the state compensated part of the mortgage costs for an internally displaced person. Georgiy, a resident of Donetsk, took advantage of the programme and received a loan under new terms from a partner bank of eOselya.

The Ministry of Social Policy, Family and Unity of Ukraine, through the Pension Fund, financed 70% of his down payment and reimbursed the costs of obtaining the loan. The state will also cover 70% of the monthly payments for one year.

“The main problem for people who have lost their homes due to the war is the lack of funds for the initial mortgage payment. The government has introduced a mechanism that removes this barrier for IDPs and residents of frontline territories. The initial payment and initial costs of a preferential loan are compensated by the state. At the same time, we are creating demand for housing and supporting the development of the construction industry and the production of materials,” explained Oleksiy Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.

Heorhiy left Donetsk in 2014, later moved to Kyiv, got married and is raising a daughter with his wife Olga. After many years of renting, the couple purchased an apartment under construction near Kyiv. They submitted their application through the Diya app, chose a bank and provided all the necessary documents. SKY BANK, a partner in the programme, entered into an agreement with the Pension Fund and transferred the funds after confirming the data.

The Cabinet of Ministers approved the decision to introduce the compensation mechanism on 14 August 2025, and it became fully operational on 10 September. The state budget for 2025 allocates UAH 4.4 billion for this instrument. This will provide approximately 9,500 loans to IDPs and residents of frontline territories.

The mechanism will be implemented by the Ministry of Economy, Environment and Agriculture of Ukraine, the Ministry of Digital Transformation, the Ministry of Social Policy, Family and Unity, together with the Ukrainian Financial Housing Company, the Pension Fund and partner banks.
