Ukraine has taken another step towards creating an ‘agentive state’ — a format where citizens can interact with government services using a single request or voice command. The Ministry of Digital Transformation of Ukraine has begun cooperation with ElevenLabs, one of the world leaders in the field of artificial intelligence voice technologies. The partnership was announced by First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov during the IT Arena conference.
“The future belongs to agentive states. Ukraine is already moving towards a format where interaction with the state boils down to a single request or voice message. The partnership with ElevenLabs, a global leader in voice technology, gives our digital services a human voice and makes them more accessible to everyone. We have proven our ability to innovate on a large scale, and this collaboration will accelerate the transition to a proactive, agentive state where artificial intelligence truly makes life easier for citizens,” Fedorov said.

As part of the collaboration, voice artificial intelligence will be integrated into Ukrainian government services, specifically on the Diya portal and app. Users will be able to simply voice their request and receive the service without filling out forms or taking any additional steps. The technology will also be applied in the field of education — state educational platforms and applications will receive voice communication functionality.
In addition, ElevenLabs voice tools will help optimise the internal processes of the Ministry of Digital Transformation, in particular the creation of AI assistants for onboarding new employees and HR teams.
