The Ukrainian government has approved a resolution that simplifies the use of state and municipal property for the temporary accommodation of internally displaced persons. The initiative is being implemented by the Ministry of Social Policy, Family and Unity of Ukraine in conjunction with the State Property Fund.
The new rules are aimed at accelerating the creation of a housing fund for displaced persons and ensuring a transparent mechanism for providing premises on preferential terms. Now, state and municipal enterprises, public associations and charitable organisations can rent properties without holding an auction, by providing a limited list of necessary documents.

For enterprises that organise accommodation for displaced persons, a symbolic rental rate has been set at one hryvnia per square metre. Public associations and charitable organisations involved in supporting IDPs will also be able to obtain preferential terms for the use of property.
In addition, the government has expanded the list of designated uses for state and municipal property. This will allow for the rapid conversion of buildings into temporary housing and a faster response to humanitarian challenges related to internal population displacement.
The decision will contribute to the creation of a sustainable mechanism for using state resources to support people who have lost their homes due to the war and will help communities to organise housing for displaced persons more effectively.
