A new digital service has been launched in Ukraine — basic social assistance can now be applied for online using the Diiya app. This solution is designed to simplify families’ access to state support and combine several types of assistance into a single, more convenient format.
Basic social assistance involves transforming five existing types of payments into a single support tool. The amount is calculated individually: it is equal to the difference between the total base amount for all family members (currently 4,500 UAH per person) and their average monthly income. Families can choose to switch to the new format or keep the existing types of assistance.

The first stages of the launch took place in July 2025 in the form of a pilot and beta testing, with over a thousand users participating. The service is now available to a wide range of applicants. Those who already receive assistance for low-income families, payments for children to single mothers, or temporary assistance for children in the event of non-payment of alimony can apply. The service is temporarily unavailable for large families, and they should contact the Pension Fund’s service centres directly.
To take advantage of this new opportunity, you must have an updated Diya app, a biometric document (ID card or foreign passport) and a verified tax number. After submitting the application and confirming all signatures, the family will receive a notification of the assistance allocation.
The government has already approved a bill that provides for the expansion of basic social assistance on a permanent basis. It will be submitted to parliament for consideration in the near future. At the same time, from 1 October 2025, the project will cover all other categories of citizens who meet the criteria for receiving assistance.
