A new ten-year road safety strategy is being developed for Ukraine

The International Transport Forum (ITF), which brings together 69 countries, is starting work on a National Road Safety Strategy for Ukraine for the next decade. The request for its creation was submitted by the Ministry of Community and Territorial Development. This is the first joint project within the framework of Ukraine’s partnership with the ITF.

The document will be developed through the Ukraine Transport Common Interest Group (CIG4U) with the participation of the charitable organisation EASST. The strategy will form the basis for reducing road deaths, will be based on the Safe System Approach, and will define road safety as a key element of sustainable development and reconstruction of the country.

The Safe System Approach methodology involves data-driven decision-making and shared responsibility between state institutions and society. A separate focus will be on accessibility, in particular creating conditions for access to education, work, healthcare, and services for people with limited mobility. The strategy is scheduled to be implemented from 2026.

According to the National Police, more than 3,000 people died on Ukrainian roads in 2024. At the same time, the number of road accidents involving licensed transport increased by almost a quarter compared to 2023.
