The Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, announced the release of a new information brochure by the Ombudsman’s Office entitled “Unarmed Targets: Civilian Objects in the Aggressor’s Crosshairs.”
The publication contains key facts and figures about crimes committed by Russian military personnel against the civilian population. Stories of people who have been freed from Russian captivity, and information about the work of the Ombudsman’s Office in the field of human rights protection. The brochure is intended for both Ukrainian and international audiences. It will be distributed to more than 1,500 partners around the world.

Since the start of Russia’s full-scale invasion, Ukrainian and international human rights organisations have documented numerous war crimes committed against the civilian population. These include shelling of residential areas, destruction of infrastructure, torture, illegal deportations and detention of Ukrainians. The Ombudsman’s Office regularly publishes reports and information materials to draw the attention of the international community to these crimes and increase international pressure on Russia.
