The EU is preparing to end its temporary protection programme for Ukrainians

The Council of the European Union has approved recommendations for the gradual phasing out of the temporary protection programme for Ukrainians, which will remain in force until 4 March 2027. The document provides for uniform conditions for all member states once Ukraine becomes safe to live in.

According to the EU press service, the aim of these decisions is to ensure an orderly transition from temporary protection to other forms of legal residence in EU countries. Among the options proposed are granting residence permits for employment, study or family reunification.

Danish Minister for Immigration and Integration Kaare Dybvad Beck stressed that the EU’s solidarity with Ukrainian citizens remains unchanged while the war continues. At the same time, he said, it is necessary to prepare for the moment when Ukrainians decide to return home.

In addition to residence permits, the EU is considering launching limited-term voluntary return programmes. Participants in such programmes will have the same rights as current temporary protection holders, including housing, medical care and education.

Another proposal concerns so-called familiarisation visits: Ukrainians will be able to temporarily visit their homeland without losing their current status in order to assess the conditions for return for themselves. At the same time, information campaigns on available legal mechanisms and return programmes are planned.

EU countries have also been recommended to establish Unity Hubs — special centres for Ukrainians where they can receive advice on documents, employment, and returning to Ukraine. The European Union will cover the costs of funding these centres.
