New payments and rules for teachers: what the government has changed

The Cabinet of Ministers of Ukraine has approved a number of changes concerning payments to teaching staff, the recognition of teaching experience and the organisation of inclusive education. The decisions are aimed at strengthening social protection for educators and creating fairer working conditions.

Annual remuneration for all teachers

From now on, annual monetary rewards for conscientious work and exemplary performance of duties must be paid to all teachers in state and municipal educational institutions, regardless of their form of subordination. The amount of the reward will be up to one official salary.

The basic salary for the first tariff grade is currently 3,195 hryvnia. In addition, local authorities have the right to establish additional payments in agreement with trade unions, if such unions exist.

Updated list of positions for teaching experience

The government has expanded the list of positions that count toward teaching experience. From now on, it also includes the positions of head, psychological-medical-pedagogical consultant, film library methodologist for education authorities, senior counsellor and counsellor in educational institutions.

Additional payments for inclusive education

Clear rules have been established for calculating additional payments for organising inclusive education. For example, teachers and methodologists in kindergartens where three or more inclusive groups have been created will receive a 20% bonus.

Restrictions on the size of inclusive groups

The government has regulated the number of children with different levels of support in inclusive groups, even under martial law. This will ensure the quality of the educational process and attention to each child.

The issue of funding for teachers in Ukraine is regularly raised in the context of reforming the education system and ensuring fair working conditions. Until now, annual bonuses for conscientious work were not paid to all teaching staff, but only to some, depending on the institution’s hierarchy. There were also gaps in the accounting of teaching experience: some positions were not taken into account, which reduced the amount of payments and opportunities for professional growth.

In addition, inclusive education, which has been actively developing in Ukraine over the last decade, required clear rules on additional payments to teachers and standards for class sizes. The government’s new decisions are aimed at eliminating these imbalances and strengthening the social protection of teachers and educators.
