Veterans and internally displaced persons will receive more affordable housing under the updated eOselya programme

The government has adopted a resolution that expands the scope of the eOselya programme for internally displaced persons, veterans, and residents of frontline territories. The document, developed by the Ministry of Social Policy, Family and Unity of Ukraine, provides for additional financial support for those who have been forced to leave their homes or live in high-risk areas.

Thanks to the updated rules, programme participants will be able to receive compensation of up to 70% of the initial mortgage payment, but no more than 30% of the cost of the property. The maximum price of the property is UAH 2 million. The state will also pay up to 70% of the monthly payment during the first year and compensate up to UAH 40,000 for bank commissions, insurance payments and fees (except for state duties).

Funding will come from the state budget and may also be supplemented by funds from communities, international and charitable organisations.

Applications to participate in the programme can be submitted through authorised banks. After verifying the data, the Pension Fund will transfer the agreed amount of assistance to the account. At the same time, the participant must independently pay at least 30% of the first instalment and make regular monthly payments.

Those who are registered in the Unified Information Database on Internally Displaced Persons and have left territories where hostilities are ongoing or have been ongoing, temporarily occupied regions, or live in frontline areas are eligible for support.
