Ukraine and UNHCR deepen cooperation in the field of social protection

Minister of Social Policy, Family and Unity of Ukraine Denys Ulyutin met with Representative of the Office of the United Nations High Commissioner for Refugees (UNHCR) in Ukraine Karolina Lindholm Billing. 

According to the minister, cooperation with UNHCR has become strategic and has made it possible to strengthen support for the most vulnerable groups of the population. “Through close cooperation, more than 460,000 households have received additional payments for solid fuel, and a total of 2.2 million people have received cash assistance since 2022. I would like to highlight the assistance in developing supported living services for the elderly and people with reduced mobility. This is an example of how government and humanitarian partners can effectively combine their resources,” emphasised Denis Ulyutin.

Among the key areas of cooperation, the parties noted the coordination of humanitarian aid with national reforms, strengthening social protection for internally displaced persons, and creating systemic solutions for their return and reintegration. The return of Ukrainians from abroad, forecasting migration processes, and coordination with the European Commission and countries hosting Ukrainians were also discussed.

Carolina Lindholm Billing, who is completing her mission in Ukraine, emphasised that despite the war, Ukrainians remain resilient and want to remain part of their communities. ‘It has been a great honour to be alongside the people of Ukraine. Ukrainians are not powerless; they simply need tools and assistance to remain resilient during the war. We will continue to stand by them to support the people and protect their interests,’ she said.

The participants agreed to prepare a new Memorandum of Understanding, which will provide for the expansion of cooperation, in particular within the Unity Hubs project. The parties confirmed their readiness to jointly advocate at the international level to ensure long-term support for Ukrainians affected by the war.
