The Cabinet of Ministers has adopted a resolution establishing a uniform procedure for connecting residential buildings, enterprises and other facilities to centralized water supply and sanitation networks. The document was developed by the Ministry of Community and Territorial Development of Ukraine.
The new rules define clear requirements for customers and service providers, establish a transparent calculation method and eliminate the possibility of unauthorised connections. They provide for a uniform procedure for obtaining technical conditions, concluding contracts, signing acts of completed works, as well as the mandatory installation of commercial water metering devices at facilities.
Previously, each company in the industry could apply its own approaches to connecting subscribers, which created legal loopholes and contradictions. The unified procedure will ensure transparent conditions for all parties, contribute to improving the quality and safety of services, and stimulate investment in water supply infrastructure.
The adoption of the resolution also brings Ukrainian legislation closer to European standards in the field of public utilities.
