Prime Minister of Ukraine Yuliia Svyrydenko has presented the draft Government Action Program, which covers key areas of the country’s development during the war and in the post-war recovery period. The humanitarian priorities of the document are outlined in this HMH review.

Social Support and Wellbeing
One of the central elements of the program is improving the wellbeing of the population. The government plans to revise the system of social benefits, including increasing basic pensions and ensuring a fair distribution of assistance. New programs are being introduced to support internally displaced persons and frontline territories.
Svyrydenko announced that 180,000 families will receive increased child birth assistance, while 100,000 families will benefit from the “eYasla” and “eSadok” programs.
Veterans’ Policy
The government will focus on expanding the network of veteran support centers, improving rehabilitation services, and developing new online services for the military through the “Diia” application.
Health and Sports
Strengthening the healthcare system is a key priority. The program envisions raising salaries for primary and emergency care doctors to 35,000 hryvnias. Young doctors who work in frontline regions or rural areas will receive a one-time payment of 200,000 hryvnias.
The government also promises free annual health check-ups for citizens over 40, the development of medical infrastructure, and providing service housing for healthcare workers.
Education and Science
The program includes reforming teachers’ salaries, ensuring free school meals, developing distance learning, and reforming vocational training. Special attention will be given to supporting science and introducing modern technologies.
Rebuilding the Country
The plan provides for the creation of a Recovery Fund and the launch of a comprehensive National Recovery Plan. The government intends to carry out large-scale infrastructure projects, including the reconstruction of housing, transport, and energy facilities. Special programs are foreseen for encouraging Ukrainians abroad to return, offering housing, jobs, and social support.
Culture and Identity
The program’s objectives include preserving cultural heritage, digitizing museum collections, and supporting the creative economy. The government also plans to establish resilient cultural institutions and stimulate the growth of cultural entrepreneurship.
Winter Stability and Energy Security
One of the main challenges remains preparation for the heating season. Ukraine aims to accumulate 13.2 billion cubic meters of gas, 35% of which will be imported. By the end of the year, an additional 350 MW of generation capacity is planned to be built.
The government’s goal is to guarantee uninterrupted energy supply for citizens and businesses while also strengthening the protection of critical infrastructure against attacks.
Next Steps
Svyrydenko emphasized that the draft program will be submitted for expert and public discussion. The government intends to gather proposals within a week, after which the document will be reviewed by the Cabinet of Ministers and then submitted to the Verkhovna Rada.
