In Ukraine, a gradual increase in the average salary of teachers is expected over the next three years. This is stated in the Budget Declaration for 2026–2028, which was approved by the Cabinet of Ministers.
According to the document, in 2024 and 2025, the average teacher’s salary was about 15,000 hryvnias per month, excluding social security contributions. In 2026, this figure is expected to rise to 17,000 hryvnias, in 2027 to 18,300, and in 2028 to 19,600 hryvnias.
The declaration also provides data on the number of schoolchildren. In 2024, there were 4.09 million students in Ukraine, while this year their number will decrease by approximately 200,000 to 3.89 million. This level is projected to remain unchanged over the next three years.
