Ukraine to Increase Student Scholarships from September 2025

Ukraine is preparing for the largest increase in student scholarships in recent years. The Ministry of Education and Science has announced that starting September 1, 2025, a new national scholarship system will be introduced, guaranteeing payments at least equal to the minimum wage. The reform aims to support students in challenging economic conditions and boost motivation for academic and research achievements.

The relevant draft law No. 10399 is currently under consideration by the Verkhovna Rada. If approved, the increase will primarily benefit state-funded students with high academic performance.

Separately, the government has already approved a significant rise in presidential academic scholarships — the most prestigious state award for top-performing students and postgraduates. From September 2025, vocational school students will receive 6,320 UAH, college and technical school students — 7,600 UAH, university students — 10,000 UAH, and postgraduates — 23,700 UAH.

The Ministry of Education emphasizes that raising standard academic and social scholarships will be possible only if the draft law is passed and additional funding is allocated in next year’s state budget. Officials hope this reform will be the first step toward building a modern European-level system of student support.
