Applicants who have received a recommendation for admission to higher education institutions in Ukraine — whether for state-funded or contract-based places — must complete all required formalities by 6:00 PM on August 9. This applies to those who were admitted based on their declared priority and intend to study at the chosen institution.
According to the educational portal “Osvita.ua”, in order to be officially enrolled, applicants must confirm their intention to study. This can be done via their electronic applicant account using a qualified electronic signature (QES), including through the “Diia” app, or by appearing in person at the university’s admissions office.
For those admitted to contract-based programs, signing an agreement with the university is mandatory. This can be done in person, online using a QES, or by accepting a public offer — if such an option is provided by the selected institution. If the applicant is under 18 years old, the contract must be signed by their parents or legal guardians.
Male applicants are subject to additional requirements. Conscripts must submit a registration certificate, while reservists or those liable for military service must provide a military ID or temporary certificate. Failing to provide these documents may prevent completion of the admission process.
Applicants from temporarily occupied territories are granted extended flexibility. They may submit all required documents within three months from the beginning of the academic year.
Once all conditions are met, the status of the application in the online system will automatically update to “Included in the admission order”. All other applications will be marked as “Deactivated (due to enrollment)”. Importantly, the absence of some documents at the time of application submission will not result in exclusion from the enrollment order — a crucial clarification in the context of wartime conditions.
