In 2025, Ukraine saw a change in the most popular majors for master’s programmes. While information technology used to be the clear favourite, this year it only came in third, behind education and management and administration.

According to official data on registration for entrance exams, 16,709 applicants registered for the pedagogy speciality. In second place is management and administration with 16,437 applicants. Third place went to “information technology,” which was chosen by 13,152 applicants. Rounding out the top five were “law” (10,695) and “psychology” (9,435).
The change in trends has become particularly noticeable compared to previous years. In 2023, law, IT, and psychology were among the most popular. In 2024, there was an increase in interest in management specialties, and in 2025, pedagogy took first place for the first time.
Experts attribute this dynamic to the growing demand for specialists in the fields of education and public administration. At the same time, the decline in the popularity of IT may indicate both market saturation and a reorientation of young people towards areas where the needs of the state and society are more pressing.
This year’s gap between second and third place exceeds 19%, confirming a gradual decline in demand for technology specialisations — at least at the master’s level.
