Ukrainians adopted nearly 600 children in six months

In the first half of 2025, Ukrainian citizens adopted 589 orphans and children deprived of parental care. These figures were provided by the Ministry of Social Policy and the State Service for Children.

The highest number of adoptions was recorded in the Kyiv, Dnipropetrovsk, Odesa, Zakarpattia, and Zhytomyr regions. According to official statistics, most of the adopted children are under the age of 6, but in general, teenagers over the age of 10 predominate on the adoption register.

Today, there are more than 14,000 children in Ukraine who are eligible for adoption. Of these, about 10,000 are children aged 10 and older. Another 10,000 are being raised in family settings, including foster families, family-type children’s homes, or under the care of relatives. Although these settings provide temporary care for children, only adoption guarantees them a permanent family and stability.

On the other hand, most prospective adoptive parents — 1,625 out of 2,276 — are willing to take in a child between the ages of 5 and 10. This creates a significant gap between the expectations of parents and the actual age of children waiting for a family. An additional factor is that more than 10,000 of the total number of children have siblings and, according to the law, must be adopted together.

The largest number of children waiting for a family are registered in the Dnipropetrovsk, Odesa, Kharkiv, Donetsk, and Zaporizhzhia regions.

The Ministry of Social Policy emphasizes that family is a key factor in a child’s development. That is why the state is working systematically to ensure that every child grows up in a loving and caring family, rather than in temporary care or institutional care.
