In the first half of 2025, the State Border Service recorded more than 16.4 million border crossings. This is 4% more than in the same period in 2024. The vast majority, 85% or 14.08 million, were crossings by Ukrainian citizens.

According to official data, 7.17 million Ukrainians left the country between January and June 2025, while 6.92 million returned. Thus, the net outflow is 250,000 people. This is significantly less than in the first half of 2024, when the difference between departures and returns was 404,000 people.

Currently, the total number of Ukrainians who have left the country since the start of the full-scale invasion and have not returned exceeds 3 million people. At the same time, border guard statistics only cover official checkpoints — data on unauthorised crossings, in particular across the Tisa River or temporarily occupied territories, remain unaccounted for.
Every month, Ukrainians cross the border an average of 2.35 million times. The lowest number was in February (1.78 million), and the highest was in June (3.13 million). The summer months — June, July and August — are traditionally the peak months for travel, accounting for about a third of all annual crossings.
