On 12 July 2025, the first unified rules for the carriage of pets in intercity and international bus services officially came into force in Ukraine. The government adopted Resolution No. 806 on 7 July. The new requirements, developed by the Ministry of Community and Territorial Development in cooperation with the NGO UAnimals, are now mandatory for all carriers providing bus passenger transportation both within the country and abroad.

According to the new regulations, a veterinary document is required to transport any animal. All transportation must be carried out in a humane manner and with respect for other passengers.
For small animals (weighing up to 10 kg), such as cats, dogs, ornamental birds or rodents, it is mandatory to transport them in carriers or containers with an absorbent bottom. The owner can hold the animal in his/her arms, place it under the seat or in a separate seat – subject to the purchase of an additional ticket.
Dogs of medium and large size (10-45 kg) must be muzzled, on a leash and with their own bedding. For safe transportation, the owner must buy the entire row of seats next to which the dog will be on the floor. Animals are not allowed on the seats.
Dogs weighing more than 45 kg can be transported only under special conditions set by the carrier. This requires specially equipped transport.
The conditions for guide dogs are regulated separately. They are transported free of charge, without the need to purchase additional seats. The dog must be muzzled, on a short leash and next to the owner.
