Young people from temporarily occupied territories of Ukraine can enrol in higher education institutions under a simplified procedure. The Ministry of Community and Territorial Development reminds that the state guarantees safe and free admission to Ukrainian universities, even in the absence of Ukrainian documents.
Applicants who have left the occupied territories do not need to have a ZNO certificate or the results of the National Multidisciplinary Test. Documents can be submitted and the entrance exam in the form of an interview can be taken online. If a young person does not have a Ukrainian passport, a birth certificate is sufficient.

Applicants can also count on accommodation in a dormitory during admission and study, assistance in completing documents, and, in case of successful study, a social or academic scholarship.
Importantly, the entire procedure ensures confidentiality and provides support from the start of the admission campaign to moving into the dormitory and starting studies.
The updated conditions reduce barriers for young people from the occupied regions and guarantee the right to education, even in wartime.
