The State Program “єОселя” Has Lost Its Effectiveness for Those Who Urgently Need Housing – Expert

The State Program “єОселя”, Which Previously Stimulated the Real Estate Market, Has Now Effectively Lost Its Efficiency for Average Buyers

This was stated in an interview with HMH.news by Larysa Stavynoha, President of the Union of Real Estate Specialists of Ukraine.

“Since the end of 2024, the conditions have changed: now it practically doesn’t work for the secondary market, only for the primary one. And the primary market has its own problems — a shortage of labor, construction delays, and high prices. People are forced to buy property rights without any guarantees of when they’ll be able to move in. So I must state that this program is now more oriented toward developers than buyers,” the expert noted.

According to her, there is almost no housing left in Kyiv that meets the program’s requirements. The supply is limited, prices are extremely high, and new properties are not entering the market due to construction slowdowns. The secondary market, which could have been an alternative, has been effectively excluded from the program. As a result, “єОселя” supports neither the primary nor the secondary segment and no longer fulfills its original social function.

“In the primary market, especially for properties that fall under ‘єОселя’, prices have risen to $2,200–$2,500 per square meter. That’s nearly twice as much as in the secondary market, where prices remain around $800–$1,000. And here the question arises: what makes a 2005 building worse than a new one that hasn’t even been commissioned yet? In fact, this is artificial regulation and a restriction of access to the secondary market,” the expert added.
