In 2025, Ukraine introduced an electronic system for ranking and distributing medical school graduates to internship programmes for the first time. It automates the process, ensures transparency and provides equal access to medical practice, regardless of region, university or social status.
The allocation covers master’s degree graduates in the specialities of ‘Medicine’, ‘Paediatrics’, ‘Dentistry’, “Pharmacy”, ‘Medical Psychology’ and ‘Medical Diagnosis and Treatment Technologies’. In the main stage, which took place on 3 July, 2,738 people took part. They submitted over 13,000 applications for their chosen internship places, and 96.4% of them have already been allocated state-funded places in line with their priorities. The remaining 3.6% will move on to the second stage.

The ranking is automatically generated based on four indicators: the results of KROK-1/KROK-B, KROK-2, the OSKI practical exam score, and the average grade point average. All data is verified through the Unified State Electronic Database on Education, and vacancies are selected from a special portal.
Interns most often choose internal medicine, surgery, anaesthesiology and intensive care, general practice – family medicine and neurology.
A distinctive feature of the system is its interdisciplinary approach. For example, paediatricians can choose related specialties such as ophthalmology or orthopaedics. And graduates with a degree in medicine can also apply for paediatric specialties.

Certain categories are eligible for benefits: people with disabilities, veterans, single parents, pregnant women, etc. can choose their internship location without participating in the competition.
The system is based on Dія.Engine, which allows every step to be recorded — from submitting an application to receiving a doctor or pharmacist certificate. All information is stored in electronic format, which guarantees complete accountability and transparency.
According to Maria Karchevich, Deputy Minister of Health for Digitalisation, the electronic distribution model is an important step in transforming medical education and increasing transparency in the healthcare system.
