The Ministry of Education and Science of Ukraine predicts that up to half a million applicants will submit documents to higher and vocational education institutions this year. This was announced by Deputy Minister of Education and Science Mykhailo Vynnytskyi during a telethon on 3 July.

According to the official, the electronic system is already open for applicants to both universities and vocational schools. In 2025, the portal will allow applicants to submit documents for all levels of education, from vocational education to postgraduate studies.
“This year, graduate accounts need to be opened for bachelor’s degrees, vocational and technical education, pre-higher education, master’s degrees, and postgraduate studies. Therefore, all this is done through a single portal,” Vinnitsky said.
As of early July, 125,000 applicants had already created electronic accounts.
Vinnitsky said that a support system organised by the Ministry of Education and Science in conjunction with the state-owned enterprise Inforesurs is available to help applicants. The website “Vstup 2025” provides step-by-step instructions for different levels of education. Expert advice is also available.
