The UN Independent International Commission of Inquiry on Violations in Ukraine has released a special report, which provides the first internationally documented evidence of systematic attacks by Russian drones on civilians in Kherson and the right-bank part of Kherson region.

The document refers to large-scale and coordinated strikes, which, according to experts, were carried out within the framework of the state policy of the Russian Federation. The Commission points out that these attacks had the primary goal of spreading terror among the civilian population, which is a direct violation of international humanitarian law.
In addition to the use of drones, the report records another aspect of the war crime – the publication of videos of civilians being killed and injured, which is considered an attack on human dignity.
The Commission has collected numerous eyewitness and victim testimonies, as well as analysed documentary and video evidence confirming the scale of the crimes and the possible involvement of the Russian leadership.
The Ukrainian Parliament Commissioner for Human Rights called the report an important step towards bringing Russia to international accountability. He stressed that the evidence presented should serve as a basis for increasing pressure on the aggressor state and activating international justice mechanisms.
