Government updates rules for destruction of unusable humanitarian aid

The Cabinet of Ministers of Ukraine has adopted amendments to the Procedure for Destruction or Removal of Humanitarian Aid Goods that Turned Out to Be of Low Quality or Unfit for Use. The updated rules are intended to make these procedures more transparent and clearly regulate the mechanism for accounting and writing off humanitarian goods that have become unusable.

Since the start of Russia’s full-scale invasion of Ukraine, much of the humanitarian aid coming in from abroad has been damaged by the fighting, violations of transport or storage conditions, and expiry dates. This created a need to improve the procedures for handling such goods.

The updated Procedure defines a clear algorithm of actions for the destruction or removal of unusable humanitarian aid and provides for the necessary conditions for its accounting, which will avoid abuse and strengthen state control.

At the same time, the amendments do not apply to humanitarian aid in the form of medicines, medical devices and equipment received through organisations authorised by the Ministry of Health. They are subject to separate regulatory rules.
